88 740 Overdrive problem 700 1988

Hi all! New brick owner with a question.
The amber arrow light was lit up on the dash, but car wouldn't shift into OD. Lights stayed on constantly. Checked fuse and it was blown. When put new fuse in, light went out until the car wanted me to shift into OD. When I pushed the button, the light went out, but car did not shift into OD. Is this a relay problem? Or do you think its the selenoid? Any advice would be great! Tired of driving 45 MPH everywhere. Thanks!
