Turns Over, But Won't Start 200 1982

Help!

My daughter has a 1982 240 DL wagon, fuel injected, CIS AT. Up until recently it had trouble starting, but would eventually start. Now, it won't start at all. Here is what i have checked and tried.

Fuel pump - runs when ignition key turned and when fuse 5 and 7 are hot wired and it smells like it is getting fuel.

Checked distributor and cap - There is spark at each plug when engine turns over
rotor is pointing to spark plug #1 when flywheel is TDC

Cam shaft rotates when turned over

since it is CIS, it does not have a AMM.

Has new plugs and air filter
It cranks over great, but just will not start
Any suggestions would be greatly appreciated, since i need to get this running so she can get to work :-(
