Remote starter pickup? 200

I noticed in the wiring diagram (Haynes) for my car there is what is called out as a "remote starter pickup." I located this lead in the engine compartment (blue wire with a connector a few inches from the gray box on the firewall). What is this for? Should I be able to crank the engine from under the hood via this lead? If so, how? Pushbutton of some kind seems safest but I'm getting ahead of myself here.
