need low beams for safety help anybody 200

greatings all
i'm screwed..i need to get my car safety checked in two weeks and there are a bucn of things i gotta do
one of the ones i want to get out of the way is my headlights.
they work...but only when they are on high beam
i replaced the bulbs..and it made no difference.
when i turn the low beams on my instrument panel still lights up..but no low beam head lights...
anybody help?
