Overdrive does not kick on. 200 1983

I just had the engine replaced on my car, and one quirk is that the OD does not go on after third gear on my automatic tranny.

I tried to depress the small button on the side handle, but the light does not go on, and you cannot hear the "click" of the OD relay.

Here's the question: what are the odds that it is the OD relay, and what are the odds that the transmission is bad. Or, that something was not hooked up right vis-a-vis engine and transmission?
