Windshield Wipers Shimmy 200 1985

Well, lately the windshield wipers have beens shimmying across the windshield in heavy rain even. This occured shortly after someone flipped the arms back away from the windshield. I have change the blades, rain-x'd, and even waxed the windshield. After all this, I thought maybe the cable drive system was screwed up so I flipped the arms back and turn the wipers on to see if they jerked and they didn't. So something is either bent from the person flipping them back or something else is wrong. Do you think I am right and they are bent and if so how do I tell and fix them?
