Annoying Rattling from Anti-Rattle Springs 700 1989

Hola bricsters:
What a Bummer!! Brand new PBR brake pads on Girling calipers, new bushings,new KYB shock inserts,new ball joints,new tie rod ends, even new front wheel bearing units and still this RATTLE,RATTLE when going over rough pavement. Goes away if brakes applied. Diagnosis= broken or loose anti-rattle springs on brake pads.
How does one fix this? I thought PBR was a good brand.
Anyone have any suggestions?
