Miles per Gallon 88 760 Turbo 700

I have a 88 760 Turbo with 188K miles. I am only getting 13 to 14 miles to the gallon around town (New York City). I am using 87 octane gas. On the highway I get about 19 to 20 miles to the gallon. As far I can see the car is running fine. How much miles to the gallon should I be getting if the car is running fine?
