'El Cheapo' Oil filters 200 1993

I'm using a $3 oil filter (made in Cheapistan) from PepBoys. It seems not to have the valve to keep pressure when the engine is off CUZ the oil light stays on for a few seconds at startup. Am I doing harm to my engine's valve train?
I'm gonna buy a case of Mann filters and use those from now on.
Still learning.
