low compression/rough idle/exhaust spits oil. What's happening? 200 1990

My mechanic tells me to do a valve job. It's a 1990 volvo DL - 200,000 KMS. Drives good but it's going through gas a bit and has an awful idle. Check engine light is on. Oxygen sensor seems good and plugs replaced. Any thoughts before I spend 600.00 plus? Thanks in advance.
