'90 244 tail light trouble 200 1990

My mother-in-law's '90 244 has a prob. with tail lights. Brake lights work, fog lights work, BUT when head lights are on the low intensity running lights don't come on. She is having to run her bright rear fog lights in the evening to be seen. Any ideas short of replacing both assemblies?
