no pressure on the cooling system 200

I thought I was an expert , I guess not.

I have an 86 sedan 240. radiator overflow reservior is the flat wide type by the wall. how does the cap of this thing work? is it suppose to be able to release pressure when ther is too much. it has some funny looking thingies underneath it (the cap). how do I know if mine is working.

before in hot weather when engine is hot I press the radiator hoses I feel it firm and not spongy (feels like there is pressure inside) now this is no longer true.

2 days ago in teh heat of NYC I saw smoke coming out of both sides of hood. opened it and saw some radiator fluid around the reservior area. not much the presence was there. I can tfind any holes in any of the hoses. fluid is not decreasing at all. in fact , did a refill and it maintains. does the reservior ever break? I have a spare and all spare hoses just in case it repeats when I am with my hot spanish date.
