fluctuating idle speed 900 1992

Hello fellow volvo owners, I live in england and have a 940 gle 2.3i 8valve injection saloon, which i have cosmetically modded, my problem is that sometimes , my idle speed fluctuates and the engine it seems is trying to find the right idle speed, this only happens sometimes, and then goes away , i changed the idle control valve and it did stop this problem from happening a lot, it only happens rarely, but why, could it be the idle microswitch on the throttle housing?, ive checked the diagnostics and it says that everythings fine?, please help.
