Air Bypass Valve working correctly? 200 1989

I have been experiencing low idle after startup. The engine will stall after I push on the gas and let it come back down.

I adjusted the throttle linkage to idle at a higher RPM and this keeps it from stalling for now.

I have checked the flame trap, vacuum system and air manafold.

I read that the air bypass valve should click or vibrate a little when running. Mine seems quiet. Nothing changes if I unplug it. It is getting 14V and when I connect it to the battery the valve snaps shut. It seems to do somthing because if I take it out and tape the hoses together the engine runs fast and if I cover both the engine stalls.
