Rad Fan not on w/AC 900 1993

I have read that the fan should be on whenever the AC on. It appears that this is not happening, which may explain the rather inefficient cooling when the car isi at a stop. Is there an easy way to test and fix, ie, relay. The fan is OK, the temp never goes much above the 12:00 position on the gauge, even in this hot weather.
