Rear Wiper doesn't wipe 700 1992

My rear wiper on my wagon will swing back and forth normally when I turn it on but it doesn't wipe anything off the rear glass. Anyone else have this problem? Is it just something that needs to be tightened? The wiper blade seems fine.
