Rear Bumper ShockI

I have a rear bumper shock on my '92 940 turbo wagon which is partially collapsed (about 1.5"). This gives the bumper an uneven appearance. I've tried to pull it out by hooking the bumper to a tree w/a chain and giving the car some gas. This didn't budge the shock at all. Is it possible to pull the shock out or must I replace it? Even a used one is about $45-$60. Is it difficult to replace?
