timing belt change? 700 1991

I need to change the timing belt on my B230FT. I am machanically inclined and feel good while working on my car. Is this a job I can take on myself of should I pay the local shop $380 to do it. Also, should I change the tensioner. I will be putting on a Unorthodox Racing underdrive pulley while I am there. Thanks.
