Volvo number 48 for me! High idle - throttle body screw in question?

Well, I just found volvo number 48 for my brother-in-law, a 1988 740 wagon for $1000 with 230K. It had a failed FI Relay and I am in the middle of cleaning the throttle body - got it clean and back on. The idle went way up (the 700 FAQs note this). I tried to adjust the idle set screw ( as noted in the FAQS) on the side of the throttle body. It has little effect - still have too high of an idle - 1600 to 2000 rpm, with the idle black wheel assembly turned all the way into the assembly at the bottom of the throttle body.

I am suspicious of the idle adjustment wheel, ( or whatever you call it) assembly - I cleaned it, but it might be missing a small o- ring. Anyone else experience this problem?
