Volt Gauge Indicates High charging 700

Hi
I recently bought a 89 Turbo Wagon
Had the AC charged ... the mechanic did not re-install the coil correctly.
Coil shorts out againist firewall. Melted a bunch of wires and would't start.
Mechanic replaced some wiring and now the volt gauge shows a high charge after I have been on the road a while. Where is the voltage regulator?
