rotating distributor cap, advancing timing, etc. what does that do? 700 1990

okay, this might sound like a silly question. i've heard of people swapping cams out to use the adjustable ones, or even the VX performance cams, but that is not what i'm interested in.

what i am interested in is that i recall vaguely someone mentioning that you can advance your timing (or something to the jist of that) by rotating the distributor cap a tiny bit.

can someone elaborate on this, and what it does exactly?
