strange gas tank fuel filler line problem

On my 91 - 940 wagon, when you open the door to the fuel filler line to fill with gas, the filler line has appeared to shift upwards. The top of the line, where you would insert the gas pump is almost touching the top of that small area, I had to push it down as hard as I could to take the fuel cap off. Its almost as if the entire fuel tank has shifted upwards, pushing the filler line with it.
Does anyone know if there is one of those flexible rubber hoses between the fuel tank and the filler line, or if the tank & line is one complete unit?

Any other suggestions or advice greatly appreciated since my son needs this car to drive to work everyday, and I need to fix it asap.

I'm heading out now to see if I can remove the panel in the station wagon part of the car to get a look from the back side of the filler line.
