Brain buster on 1990 740 16v 700

My indy volvo mech. has my car. This stumps him (so far).

The drivebelts do not line up on the car! When I got the car, the PO had removed the timing covers and belts and apparently the crank pulley. The belt had slipped and bent the valves, and he gave up in the middle of this.

I've had this pulley off and back on. Everything that should be there is.
Balance shaft gear, plates, timing belt gear, etc. It's just that the belts do not line up with the accessories, and the crank!

My mech. asked me if when the PO had the pulley off did he replace it. I don't know, but is this crank pulley (harmonic balancer) different than the B230F engine. That seems to be the only answer. THe crank pulley seems to have eaten it's way into the lower timing belt cover. I've driven the car for the last 2500 miles with a water pump pulley from a diesel volvo, to offset the belts closer in line, but this is a temp fix. The belts are still out of alignment and will probably need to be changed every 3000 miles.

Does anyone know what the answer could be?
My mech is checking around to see if he can find one of his B234F customers to compare, but any help would be appreciated!!
