heat constantly flowing from dash vents 200 1983

I was wondering if this is just a 240 design flaw or if it's something broken in my car: When I'm driving down the road with the a/c fan turned off, the vent set to recycle, and the temp set all the way to 'cold', it still heats the car. I can reach up to the vents and feel heat coming out of there, and it bothers the hell out of me sometimes, because it's hot enough in Florida already, and whenever I drive my dad's van or caddy, or my brother's jeep, even with the a/c off and all that, I never feel hot inside those cars, and heat is never felt at the vents.

Is there something that I could mess with behind the dash to fix this? I figure that the flap blocking off the vent system from the heater core could be stuck or something, but thats about all I can come up with. I've done the full blower motor replacement before, so I can handle anything under the dash, but I know it sucks to deal with which is why I've tried ignoring this problem for so long. Ideas? Thanks for the help.
