20 mpg? 700 1988

I have recently purchased an 88 760tic wagon it is my first volvo, 158,000 miles. I am very pleased with the car it was well taken care of. I was wondering if 20 mpg is normal for this car. Most of my driving is in the city of Phoenix, AC on all of the time.
