Exhaust manifold bolts please help!!! 200 1983

Hi,
I Have a problem with my volvo 240 Turbo 83, I heard a song from a Exhaust Manifold and I think was I have burned Gasket, I noticed some bolts are weak again, mmmm....
I see the torque specifications and when I tight the Bolts (not the nuts) y the bolt goes to weak again, Does exist a epoxy or similar technique to fill up the holes y make the screw for my bolts? or how can I fix this problem?
