Bad signal to Idle Air Control valve 200 1989

The engine stalls after it is rev'ed up and allowed to settle down. I have cleaned the trottle body. The TPS is working. The IAC works if I connect it to a battery, but doesn't seem to have any effect on the idle. I can unplug it and there is no change. The voltage to the IAC is constant at about 14v. If the ECU signal were working properly, how would this voltage change?
