how does #16 fuse power 14 & 15? need more help on fixin melt problem too 700

one of the posts regarding my melted 16 fuse said that it has to be kept in tact because it powers the 14 and 15 fuses. when i looked under the fuse block at the 16 fuse, all i saw was 2 black wires connecting to it. dont i just take these 2 wires and join them with an in-line fuse?
