Fuse #11 and O.D. works only with rear defrost on(M-46) 200 1986

I know this must be fuse/wiring related but my O.D. is only operable when the rear defrost is on.Relay has been resoldered,fourth gear switch and wiring to solenoid are good.I cleaned the fuse box and terminals and inserted new 25 amp fuse.The fluid level is fine in the trans.Switch on gear shift and light on cluster work fine.Maybe it has to do with the rear defrost being on the same circuit.
Although,I haven't had it on the highway yet long enough for the rear defrost timer to stop(10-12 mins.)and see what happens then.Hmmmm.
