OD still no go 700 1990

(740 turbo auto)
I've checked the wiring and relay and stuff. All fine. OD light comes on with click, but the trany (auto)stays in 3 gear. I replaced the soleniod with a another one from a bone yard and it's still the same.

Does this have anything to do with the speedometer not working. What else to check for. I will replace the solenoid with a known working unit, but I'm sure the OD soleniod is not the problem. The trany was flushed silly.
