How much R-134a will fill a retrofit? 700

Greetings:

How many ounces would be required to fill the entire system for a 134a retrofit (5/97). I have already used one 14oz can from iNTERDYNAMICS (conditioner combo). But my system still seems warm. Also my compressor still cycles on/off. I have been refilling via the silver canister at the rear of my firewall next to my ignition coil (black capped port). I know that i need to check via a guage but i was just curious as to how much the system's capacity was. Does the compressor's cycling on/off indicate a completely empty system?
