Harmonic moan when brakes applied 200

Prior to having the brakes pads replaced my wife and I noticed a maoning sound while braking. The car stopped properly, no problems. My wife brought the car in and had the struts replaced and had the brake pads done yet the moaning sound stays. Kind of sounds like when you accidentally leave the emergency brake on excpt a bit fainter. It only happens infrequently when we brake, I'm not sure what it really is-faulty caliper not fully squezeing the rotor...
any help would be appreciated, this car is a '92 244.
