OEM Volvo hitch to standard 2' receiver adaptor 700 1991

I have an OEM Volvo hitch on my wagon. The hitch opening is about 4x2 inches and uses the Volvo insert with the tow ball attached to it. I'd like to locate an adaptor so that I can use a receiver hitch mounted bike rack. Anyone know of such a thing, or should I plan on making one?
