What is the top lamp on the wagon's rear tail light assembly for? 200

I replaced a broken tail light assembly on my '86 and I can't figure out what the top lamp is for

2 is Reverse
3 is direction indicator
4 is running lights and Brake lights make it brighter..

can't test 1 out since I don't know what should turn it on????
