91 944Turbo - Rough Idle 900 1991

I just done some tune-up for the car (oil, spark plugs, fuel filter, transmission filter)
but it still has rough idle. The rpm and turbo meter move (go up and down) when idling. The rpm meter is idling between 500-600. The idle is rough but engine hasn't stop yet and I feel that someday it's gonna stop. Also at idle the engine sounds like a diesel-engine. Acceleration is fine. What could be the problem for this? Please help
