Idle Air Control on 1990 240 (3.1 LH) 200

Tried to check the Archives but they aren't working...

I'm still fighting with a shake in my engine (163k) at idle. Yesterday I pulled out the IAC valve to check it out, the Bentley manual says that for the two-lead IAC valve the resistance between the terminals should be 8 ohms, measured mine and it's measuring what it should be. The manual also said that by "applying battery voltage" the valve should open up fully (?? I'm trying to remember from memory). I plugged in the wiring harness, turned the ignition on (putting out ~12v at the IAC wiring harness) and there was no movement of the valve whatsoever. Nothing, nada, nic.

The outlet port on the valve was all coked up with carbon. For some reason I don't think this is as it should be.

Am I testing the IAC correctly? If I'm testing the wrong way, I would love detailed procedures. Does it sound as if it's gone bad (therefore affecting my idle)? If it is bad, what kind of effect would it have on my emissions?
