High Idle Speed and Occasional Stalling 200

The idle speed runs no lower than 1000 (supposed to be around 800). I moved the idle speed screw every which way but loose and can't get it lower than 1,000. I cleaned the interface, but found no improvement. I checked the timing - it's perfect. The flame trap is clean. I didn't see any loose hoses. Today, in stop and go traffic, the car died twice. What's happening here?
