Vibration when Braking 900 1994

My '94 960 has developed a significant vibration when braking, partituclary at high speeds.

I experienced the same problem 30,000 miles ago. Problem was solved by replacing the rear brake pads.

Both occurances coincide with a trip through the mountains where there was alot of high speed braking.

Before I replace the brake pads again, could there be something else going on? Thirty thousand miles seems too short of life for rear brakes.
