94 940 Headlight Problem 900

1994 940 wagon. When I turn the headlight switch to the parking light position, with the engine off or on, the headlights also come on. Local shop said replace the headlight switch so I installed a new one today. Same problem. Think the headlight relay is the culprit or something else? My 86 740 GLE wagon doesn't do this.
