Climate control 700 1987

My 1987 745 has a problem with the climate control. The air will switch to the appropriate vents when needed, the air conditioning is cold, and the heater is hot. The problem is that the fan speed is "stuck" on medium. It will not change to high or low on manual or automatic. Any suggestions as to where to start looking? Any help would be welcome. Bob.
