auto o.d. woes 200 1986

Mhy 86's overdrive solenoid is not working. I have rewired it to the white wire under the shifter cover. it does click loud enough to here it from the topside of the engine with 12v applied. My upshift light stay's on all the time. Although it does dim a bit when I try to engage O.D I need to check my relay right. Where is it? How do I get there? Once there what are the test procedure's? Help here would be great.

P.S. what is the typical MPG I should be expecting?
