Oxygen Sensor or Frecuency Valve failure? on 240 turbo? 200 1983

Hi,
Im have a question about volvo 240 turbo 1983, I have poor milliage and sometimes the RPM goes down (over 100) and I acelerate two or three times and the rpm goes to 1000, today when my car is doing this (rpm over 100) I disconnect the Frequency Valve and the RPM goes UP, after this the milliage increase from 10 Miles / gallon to 24 milles / Gallon, and the car run smooth is the frequency valve bad, or is time to change the Oxygen Sensor? Any idea?
