Volvo 940 GLE - High RPM but move slow 900

My 940 sometimes moves very slowly (20 - 40 km/hr.) even when I drive it to 5000 rpm. When this happens, there would have two symtoms : one is the brake pedal is hard and on high position, the other is when I keep on drive for several minutes, white smoke comes from my front wheels. Anyone know the reason ?
