only 5psi whats wrong??? (turbo)

i finally got my boost gauge from IPD all installed and it is reading only 5 psi i don't think the gauge is malfunctioning but why am i only getting 5 psi?
i've shortened the actuator rod all the way ('82 turbo w/intercooler added) i was told it should be at about 9psi
so where's the boost?
leak possible? could it just be a leak to the guage and i'm actually getting more boost than the gauge is getting?
actuator bad? would a manual boost controler (dawes) fix this?
turbo was replaced a couple years ago but it hasn't been driven alot and i've checked and it spins freely
