Gas Bumper Shocks...Do I really need 'em? 200 1990

Hi all,
I was recently hit by a tow truck. yes, a tow truck. apparantly, they are allowed to just run rampant along the shoulder; so watch out! okay, the point is, i am trying to put humpty-dumpty back together again and i don't know if i really really need to replace those shocks while replacing the original bumper. they never absorbed and impact and were cleanly broken out of the tube where they meet their other half in the body of the car. what's the deal? can i get away with not having them? can i get away with not having them and still pass an inspection?
