Brakelight failure diagnostics - now what is wrong? 200 1992

My left brake light was intermittent the other day and is now dead. I switched bulb holders/bulbs from the other side and so the holder/bulbs are good. I cleaned the contact surface of the flimsy plastic circuit board and nothing. All other lights on the left side work. Now for the last check. I turned on the parking lights and the left brake light was lit very bright as if I was applying brake pressure. The other side was just normally lit. Is this a circuit board problem. I know there is only one fuse for the brake lights and I can hear the relay behind the dash click when I apply the brakes. Thanks.
