what is a cold start switch? 200

Hi, I have a 85 245 turbo and I was looking at other 245 turbos on ebay when I came across the words cold start switch. The guy said in the description that this was a source of cold starting problems that were exactly the same as the one I'm having on my car. So is there such a thing and if there is would replacing this fix my cars starting problems?
