Power Loss 900 1991

Last weekend while in heavy traffic on highway the car's power dropped--it would only go 36MPH. Power restored after airconditioner was turned off. Same thing happened last winter when airconditioner was not running--that time power came back up after a few minutes. Any advice on what may be causing this would be appreciated. The car is a 1991SE(Turbo). Thanks.
