exhaust diameter - too large 200

To make a long story short, I need a new exhuast for my 78 242 GT.
Its completely stock, but I am trying to plan ahead for future mods so I don't have to buy things twice. Down the road my plans will pretty much necessitate a 3" diameter pipe.
How much power will I lose with a 3" cat-back system on the stock header/cat? I have a 3" (in-out) cat already. If I go ahead with this system should I put the step up before or after the cat?
