Pre pump 200 1979

Hello,

I'm working on my sister's 79 DL right now, trying to do the pre pump. I'm having some problems getting off the line in the 10-11 o'clock position. It looks like there may be a plastic line inside of the rubber? I can't really tell. What do I need to do to get this line off?

I have a couple repair manuals, but I am in Monroe and they are in Seattle...otherwise I wouldn't ask.
